Supervision Of Local Government Departments Assess And Promotion Measures Of Effectiveness

The president Hu Jintao strongly pressed respectively in the reports of theseventeenth Communist Party of China (CPC) representative’s meeting and in the thirdmeeting of the Commission for Discipline Inspection that “To modify the restriction andsupervision mechanism and strengthen the supervision of resultant force andeffectiveness”，“To reinforce the supervision of the inner-party and improve the efficiencyof it”. This is an important strategic decision which adjusts to the development of thesupervision form and the requirements of the objectives, and which establishes the statute,and points out the direction and defines the mission for enhancing administrativesupervision and improving the theoretical and practical research of the supervision effect.The research on the supervision effect of local government functional department hasalready aroused the large interest of the academic researchers and the practitioners, andbecome an important content in the searching field. Prompting the efficiency ofdepartment’s supervision and enhancing the estimate of surveillance actual effect not onlyis the growing trend of the correspondence in the theory of performance evaluation and thepractice of supervision, but also a significant task which our scholars need to think andexplore seriously.The research on the supervision effect of local government functional departmentfurther deepens the method and develops the research of the administrative supervisiontheory. It contributes to control the corruption of local governmental department and itsemployees, improve administration supervision, supervise administrative power from allkinds of aspects, prevent the dissimilation of administrative rights and cut down thepossible mistakes, and to accelerate the progress of legislation, perfect the supervisionmethod, and to impel the deep reform and practical course of administrative system.On the basis of investigation and analysis of surveillance actual effect about the14municipals (state) governmental department in Hunan, the article analyzes the describesthe data from the following aspects, which includes the department which gains more(less)grey income and its reason、the most difficult (easiest) department and the leadership levelof supervision、the easiest one to breed corruption and its type、the actual effect ofdepartment and improvement of countermeasures. Then the paper introduces the greateffect of departmental supervision that the local government has got, and emphaticallydemonstrates its restricted factors. Lastly, the paper puts forward strategic suggestions about prompting the actual supervision effort in local governmental department, includinginnovating the supervision concept to strengthen the construction of the supervision troop,improving the supervision system to enhance the coordination efforts, advancing thelawmaking to realize the legislation of supervision, innovating the methods and ways ofsupervision and expands to expand the subject’s function, and constructing the evaluationmechanism to promote the actual supervision effect on governmental department.
