Study On The Local Government Departmental Collaboration Towards Guarding Against Land-Expropriation-Related Mass Incidents (LERMIs)

In recent years,the frequent outbreak of land-expropriation-related mass incidents(LERMIs)seriously threatens the overall situation of social harmony and stability,and brings great challenges to local government governance.The prevention of LERMIs needs the coordination and cooperation of many departments,such as land and resources,finance,human resources and social security.If the synergism is not enough,it may lead to a series of problems: the confusion of land acquisition process,the unsmooth flow of risk information,the weakened binding force of illegal land expropriation behavior,which eventually lead to LERMIs.It is mainly manifested in the following 3 aspects: The lack of effective collaborative platform for efficient organization of resources from various departments;The local governments have no insight into the operation law of synergism and thus are unable to choose the appropriate operation mode and establish perfect operation rules;The unclear path of synergism realization results in implementation difficulties.In view of this,this paper takes the synergism mechanism of local government to prevent LERMIs as the scientific problem,focusing on three specific issues: the relationship between the role of organization carrier and coordination promotion of local government departments to prevent LERMIs as well as its structure;the connotation of mechanism of local government departments' synergism operation and influencing factors of operation effects;the stages and points of implementation path of local government departments to prevent LERMIs and the method of path optimization.This paper aims to provide guidance for the local government's prevention practice through systematic in-depth study.In order to deeply explore the mechanism of the local government to prevent LERMIs,this paper employs the theory of coordination,the theory of social conflict and the theory of system dynamics,following the academic logic of gradually deepening from appearance to essence.Observing the research approach of "theoretical deduction ?empirical analysis ? policy promotion",this paper studies three core contents of the coordination of local government departments to prevent LERMIs: organization carrier,operation mechanism and implementation path.First of all,the organization carriers are divided into land acquisition office,land acquisition leading group and people's mediation center.The core specific contents of 3 kinds of organization carriers are promoting the flow of early warning information,advancing the coordination of department behavior in the implementation of land acquisition,and forming the incentive and constraint functions of collaborative deployment.The structural factors that affect the function of organization carrier includes hierarchy,power structure and action structure,and empirical test are carried out by using ordered Probit regression model.Secondly,the operation mechanism of the local government to prevent the LERMIs is deconstructed into three dimensions:operation mode,operation rules and operation principles.The operation mode includes organizational coordination,procedural coordination and hybrid coordination;the operation rules are a dynamic system formed by the main body,objectives and contents of the rules,which have the functions of control,guidance and distribution;the operation principle is composed of operation pressure,operation objective and operation principle.It explains that department cooperation is a process of forming system operation ability and finally reaping operation effect following certain department action logic and under the catalysis of technical ability.From the above three aspects,we identify the influencing factors of synergism operation ability and operation effect,and use structural equation model to describe the interaction direction,degree and interaction path of these factors.Finally,starting from the general process of coordination of local government departments to prevent LERMIs,the realization path of department coordination is refined into three stages: condition preparation,process control and effect control.Collaborative condition preparation starts from three aspects: environment monitoring,system construction and strategy formulation.The key points of synergism process control are department policy coordination,organization behavior control and resource of prevention allocation;the main means of process control are leading group transfer,department mutual restriction and long-term mechanism construction,and the important content of resource allocation is the optimal allocation of resources such as personnel,funds,space and information.The cooperative effect guarantee includes three parts: goal unification and classification,department response and feedback,performance evaluation and supervision.Through in-depth theoretical analysis we determine the complete logic of coordination of local government defense departments,and draw on the specific case of Wuhan city to build index system and relevant parameters.We also use the system dynamics model to empirically test the reliability of the realization path,and explore the method of optimizing the path.The main conclusions of this study can be summarized as follows:(1)From the perspective of organizational structure function,the synergy of different types of organizational carriers is quite different,and structural factors have a significant impact on the function of organizational carriers.It is suggested to scientifically select the type of organization carrier,reasonably adjust the structure level of the organization and optimize the approval procedure for the establishment of the organization carrier;flexibly organize land acquisition through new media communication platform and informal meetings,improve the positive attitude towards the affairs beyond the scope of functions;to include more department heads through leadership and other ways to strengthen the ability of cross-departmental coordination and constantly improve the quality of land acquisition Improve the organization carrier,promote the information flow between departments,promote the coordination of department behavior and form the function of department constraint and incentive based on land acquisition deployment.(2)The operation mode,operation power,operation objectives and operation rules of local government departments for preventing land expropriation conflict have significant positive effects on the cooperative operation ability and effect.The cooperative operation ability is the intermediary variable between the operation mode,operation power,operation objectives and operation rules and the cooperative operation effect.It is suggested to improve the collaborative operation rule system through learning mechanism,localization improvement and mobilization of rural elites;promote information sharing and flow by using information technology platform to improve the level of collaborative technology capability;establish regular reporting mechanism and strengthen the monitoring of collaborative operation capability by decomposing objectives layer by layer.(3)The results of system dynamics simulation on collaborative realization path show that the realization of synergism path takes 50 weeks and accelerates to form after 75weeks;at the same time,the synergistic effect tends to stabilize and slowly increase after50 weeks after experiencing relatively severe vibration in the early stage,and finally the synergism effect increases by about 20%.From the perspective of path optimization,the case study of Wuhan city shows that by properly improving the suitability of strategies,the level of assessment system construction,degree of work cooperation,the quality of decision-making,the rationality of resource allocation and coordination,level of mutual restriction between departments,rationality of objective decomposition,rationality of assessment indicators,and the diversity of methods,can optimize the collaborative path of local government departments and form a normal prevention system.After 60 weeks,the results of path optimization began to increase significantly,indicating that the improvement range of path optimization in the later stage was more remarkable.It is suggested that through increasing information transparency,building early warning mechanism,formulating long-term prevention investment plan,maintaining policy continuity and strategic determination,and continuously promote the realization of synergism path.
