| Low utilization ratio has been becoming the most prominent issue in the process of Chinese government site construction.The issue not only affects directly the products dissemination,eventual appliance,as well as Chinese government site construction,but also has the effect of practice and sustainable development of whole e-government construction in our nation to a great extent.Due to the current situation that majority of domestic government sites on the shelf,as like an ostentations projects(image projects),this thesis doubts about the site construction procedure and the basic models which our government descended form western developed countries.The thesis adopts sampled questionnaire survey to find out the important information as publics' integrated positioning,attitude of function development and expectant model for the government site according to analyzing domestics' object,habits and ability of the internet.In accordance with the basic information from user experience,the thesis proposes one countermeasure that the domestic government site can attain a breakthrough regarding to the bottleneck of utilization ratio,which is constructing synthesizing local government site,combined various method of solving the problem from at home and abroad and China's practical situations.The thesis falls into five sections.The introduction mainly describes the background and the conditions of international and domestic studies which support the thesis.First chapter expatiates on the basic theory of part e-government and management and administration which will be involved with. Chapter2 introduce the conditions and outstanding problems of internal and external government site construction.The author adopts questionnaire survey in order to explore and analyze the basic conditions that public use the government site in Chapter3.Chapter4 analyzing the reasons that make the low utilization ratio at present.And last chapter propose some ideas and model to construct synthesis government site. |
