Corporate social responsibility (CSR) is a form of corporate self-regulationintegrated into a business model. CSR policy functions as a built-in, self-regulatingmechanism whereby a business monitors and ensures its active compliance with thespirit of the law, ethical standards, and international norms. The goal of CSR is toembrace responsibility for the company’s actions and encourage a positive impactthrough its activities on the environment, consumers, employees, communities,stakeholders and all other members of the public sphere who may also be considered asstakeholders.The CSR issues occurred frequently in our country in recent years. Such asinvading and occupying the rights and interests of employees, endangering physical andmental health of the consumers, charitable activities staying in the formalism or evendressing in the cloak of charity to engage in other activities and excessively pursuingeconomic benefits thereby neglecting the pollution of environment. These issuesgradually arouse extensive attention by the scholars and other researchers at home andabroad. The government, a community organizer and coordinator of the whole society,owns unique advantage in promoting CSR fulfillment. Therefore, the government playsa pivotal role in promoting CSR implementation. Many methods (policy guidance,propaganda&education and legislation et al.) can be used in pushing forward theimplement of CSR.The definition of the CSR can be traced back to many years ago in Europe and theUnited States. Oliver Sheldon, the British scholar, firstly proposed the concept of CSRafter visiting the companies of the United States. Mike Jiaer(1963), Seth(1975)DeGate(s1985)and others followed by Stephen P.Robbins(1945)were all deeply do someresearches on the field of CSR.The beginning of research and application of CSR were started relatively late inChina and, the very beginning of the CSR studying were1990s. Currently, CSR inChinese enterprises is still at primary stage. Our government has made a lot of efforts, aseries of relevant laws and regulations were issued and some supervising and managingdepartments were set up etc., in CSR implementation. Despite the implementation ofCSR was highly emphasized by our government, there are still some problems. Theresults show that self-restraint is difficult for corporations to fulfill their social responsibilities at the primary stage. Only with the mandatory involvement of thegovernment and other external driving force, CSR can be effectively fulfilled.Based on the Government’s point of view, using methods of literature research,comparative analysis and expert interview, CSR fulfillment research work wereconducted. Some issues and problems of deep-seated reasons in promoting CSR of thegovernment were emphasis analysed in this dissertation. Many important measures ofthe United States, Britain, Japan and other developed countries governments used inpromoting the implementation of CSR were comparative studied as well. Based onthese study and our national conditions, some strategies and recommendations wereproposed for our government in promoting CSR implementing finally.The key problems in this dissertation were separated to seven parts. In the first part,background, significances, substances, methods and the line of research were set up.Scientific review of this topic was wrote in the second part whilst the deep-seatedreasons of the lack of CSR were discussed in the third part. In part four, the authordiscussed specific measures and the initial results of these measures in promoting CSRset up by our government firstly and, deeply analysed the problems among thesemeasures secondly, elaborated the constraints of these problems finally. The authorelaborated the measures which used by the United States, Britain, Japan, Sweden andother developed country governments in the promotion of their domestic CSR, andfurther studied whether these measures can be used in our countries or not. Combinedabove studies, more measures and recommendations which may suitable for our countryare raised for our government in part six. In conclude, some summarizations of thissubject were carried out and the future research proposals of the CSR were put forward.
