Institutions performance salary system reform is an important content of our country income distribution system reform,even in the very long time, since the the16th CPC National Congress, and is also an important means to motivate the harmonious social construction and reflect our party’s ruling ability. In2012, premier Wen jiabao stress again to promote institutions classification reform positively and safely on government work report, divide institutions category scientifically, guide by classification, promote separately, organize by rank, implement step by step, deepen the institutions reform of management and personnel system, income distribution and the social security system. Institutions performance salary system reform can build a society which makes everyone can share the achievements of development, can build a society which is full of justice and harmony and people’s satisfaction. Therefore, the institutions performance salary system reform must take the public benefit, quality and efficient public service as reform’s ultimate goal.Performance salary system is grow out of the enterprise or institutions development and competition, it is a wage system which can maximize the workers extent motivation and reflect the justice. Scientific research institutions carried out the performance salary system reform from2006, according to the central and state policies of performance salary system, it have obtained some achievements, but it also exist some shortage in the process of reform, mainly displays in the imperfect system, unreasonable and unscientific methods, which including distribution system is imperfect, the incentive system imperfect, the distribution order lacks of standardization, unreasonable income gap, evaluation means is unscientific,and so on. Investigate its reason, is mainly due to macro and micro factors,such as the national limited financial investment, the concepts of awareness deviation, the unscientific performance appraisal system and work, imperfect system of rewards and penalties. In order to break these difficulties, the reform must change the original plan of the formation of the system concept, establish the scientific concept of development, emancipating the mind, seeking truth from facts, the institutions performance salary system reform and to realize the scientific classification, constructing scientific research institutions scientific performance evaluation system of wages an all-round reform to support institutions performance salary system reform.Through the domestic and foreign advanced theory and practice experience, this paper summarizes the country since the establishment of the salary system reform experience and the national economic and social development, based on the case of the Chinese academy of sciences Shenzhen advanced technology research institute performance salary system reform’s enlightenment:Frist,scientific research institutions performance salary system reform must adhere to the market reform road, take the market as the orientation to executes salary system reform; Then, have to adapt the reform of economic system, to perfect salary system reform in the tide of national economic system reform;Third, combine the true state of economic social development, promote the salary system reform step by step; Finally, strengthen the relevant supporting system, to create a good environment for the salary system reform. Scientific research institutions performance salary system reform has an important theoretical and practical significance which will deepen reform of the income distribution system, promote social fair distribution, improve the scientific research institutions survival ability, thoroughly apply the scientific development, construct a fair, just and harmonious society.
