State-owned theatrical performance units have ever made a great contribution to the development and prosperity of Chinese cultural and artistic cause. Howerver, the managerial system of institutions restrains productivity of those units where such problems as systemantic rigor, lack of vitality and heavy burden are widespread. In order to meet requirements of market-oriented economy development, as the General Office of the State Council released the notice of printing and distributing two regulations on transformating the for-profit cultural institution into enterprise and supporting cultural enterprise development(GOSC ISSUED, NO. 114, 2008)in October 12 2008, the for-profit cultural institution transformation into enterprise begins.The paper targets the creative-performance cultural institution that has already transformed into enterprise and takes the S people’s art theatre Co. Ltd as example. by comparision, depth-interview and questionnaire survey methods, It analyzes main problems in payment management of the creative-performance cultural institution transformed into enterprise, such as numerous payment items that increase management complexity, absence of payment strategy and system resulting lack of payment management standardization, single payment structure that can not embodies position value, lack of appropriate system basis for bonus payment, insufficiency of regular payment adjustment system. The reasons are systematic inertia and path dependency, lag of payment management idea, absence of related supporting system, and unprofesional management. For the sake of solving problems above, cultural enterprises should comply with such principles as following market, standardizing management, classification of management, simplicity and easiness, reconstruct systems of basic salary, allowance, bonus respectively for management, professionals and first-line employees.
