With the development of social economy, contradiction between salary system ofthe civil servant and modern social improvement is uncovered.Changzhou city, which islocated in south of Jiangsu province,in the centre of Yangtze River Delta region,is nowdeveloping very rapidly.Nowadays,however, constrained by economic development,many contradictions exist.For instance, salary welfare policy inconsistencies, personnelincome gap, salary distribution system lacking and so on, all these problems are neededto be solved.This study uses comprehensive survey of literatures and integrated data,combine salary development,connect the present wage level of different areas differentvocation in ChangZhou.We investigate office workers,public institution,and countybelonged worker, the retired,analysis the salary deeply,find out a suitable wage systemand the problems existing in the present system.Internal distribution conflict would riseafter implementing performance salary in institution. For example, high proportion ofbasic performance pay is hard to form the real performance appraisal, incentiveperformance pay is difficult to lay down. At the same time, after implementingperformance salary in institution is the contradictions in the distribution of socialresource. In the enterprise, complementing performance salary will enlarge the incomegap between enterprise retiree and institution retiree. From the villages and towns, itcould trigger a Comparisons of town since hirers with functionarise in town.The reformof performance related system should follow justice,inspiration and the law and dependon regional divergence combining with price of commodities,post differences togetherwith labor intensity,relevant Laws and regulations and offical document.The aim is toestablish regulatory mechanism of salary system in ChangZhou,unify the same level’swelfare policy gradually,and provide guide role,continuity and assessment criterion ofcivil servant.We should establish scientific and resonable income distributionmechanism,provide autonomous distribution of the institution.Finally,we want to improve relevant law and dicipline for the salary management.
