Entering the information society, the information is considered to be the most valuable resource. In a way, we can look information as currency, only to let it free-flowing, it can produce the greatest economic and social benefits. Government information as a public good, Spillover efficiency can be said to be the main component of it which many of the benefits achieved by externalities. Many scholars have pointed out that the government information disclosure has positive externalities, and it is making a contribution to the economic growth. But they just stays in the theoretical description of the qualitative. For this externality and contact with economic growth, we need to explain the empirical analysis.This article uses the research methods of spatial econometrics to study the government information disclosure externalities by Empirical research. Firstly, there was analysing theoretically the externalities of government information openness and elaborating the public goods and economic property of the government information disclosure. Then, as a starting point, discussing the government information disclosure’s externalities and its composition. Secondly, having introduced spatial econometrics, the application model and its research steps, to build a government information disclosure externality theory functions based on it. Then, having selected the variables, analyzed the data, and established the Open Government Information external proxy variable index system and used the analytic hierarchy process weight. Meanwhile, there was collecting the variable data from2009to2011in Yunnan Province around the states to build a spatial regression model SAR, did a Moran I test through GeoDa0.9.5.i, and estimated a model parameters. Come to this conclusions:1, the government information has a nature of non-competitive and non-exclusive, public nature, the output of non-market as well as a natural monopoly in the public sector. Open government information externalities constitutes the most important part of its effectiveness; 2, In empirical research, for the proxy variable of the open government information, selecting the physical form of quantitative data is more applicable to government information as a public product;3, Taking Yunnan Province as an case, through empirical research validated the presence of externalities the government information disclosure and it has a positive role in boosting the economy. In the course of the study, having found the relatively large differences in Yunnan Province around the states of open government information transparency, there is a clear "information public divide".Finally, According to the research process and the research findings highlight the problems trying to make a few policy recommendations, and having put forward the inadequacies of this paper and future prospects...
