Participants at the Fifth Plenum of the17th Central Committee of the CommunistParty of China stressed our China would carried out the building of the main functionalregions which based on the Regional Development Strategy during the12th Five-Year Planperiod. The main functional regions would be divided by the regional differences, so thestructure of land development space could be optimized.It was on June8,2011that ourgovernment firstly published the Plan for Main Functional Regions, which on the basis of thecarrying capacity of resources and environment, the strength of development anddevelopment potential and so on. To make different functional plans for the development ofdifferent regions will break the traditional rigid constraints of administrative divisions so thatrealize the free share of reginal resources. The new situation of regional public managementmake new demands for reform. So how to achieve the high efficiency of the regional publicmanagement under the background of main functional regions has become an importantproblem to be solved urgently in regional development. It is based on a realistic need, andcombined with the actual situation of guangxi beibu gulf economic zone paper finally havethis topic.This paper has carried on the extensive literature material collection and the empiricalresearch work under the premise of fully using the literature analysis to main functional areas,the government, cooperation, integrity management as well as regional development andmanagement and so on related literature, targeted analysis; To understand and analysis of thepublic management problems of guangxi beibu gulf economic zone as the goal, using thecomparative analysis to regional public management experience at home and abroad andexisting problems of comparative analysis; Using empirical analysis method of guangxi beibugulf development priority zones in typical case study, the problem of government cooperationin regional public management for the empirical analysis.In specific thesis writing, based on the main body functional areas, the regionalgovernment cooperation, integrity management is expounded on the basis of related theory,in-depth analysis of the current plight of regional public management and construction ofdevelopment priority zones to the challenges of regional public management, andconstruction of development priority zones, and the relations between and among regionalgovernment cooperation, integrity management, to explore, think regional governmentcooperation and holistic governance effective fit will be the development priority zones underthe background of regional public management to cope with challenges and dilemma of thenew path. And in view of the guangxi beibu gulf economic zone is a complex area, economiczone resources and environment carrying capacity, development of strength and developmentpotential of elements such as regional difference is larger, the overall economic strength isweak, is a typical area of development priority zones construction heavy task, the authorbased on this research, through its principal function zoning and the analysis of regionalpublic management development priority zones is presented under the background ofregional government cooperation integrity management mode, and combining with the actualsituation of north guangxi economic zone for the construction of the model has carried on thedetailed analysis and discussion. Based on development priority zones, in fact, such a new regional spatial planning background, in effective government cooperation into the holisticgovernance, it is perhaps a certain period of regional public management in a new window.
