Regional Collaborative Research In The Public Crisis Management Of Our Government

In recent years, frequent public crisis has seriously affected the normal operation of the economy and society. Therefore, local governments and relevant regional public management faced with all kinds of unexpected public crisis happened is in a timely need to effectively respond to the crisis one after another. The reason for the increasing public crisis spillover, constantly crossing the boundaries of administrative areas and calling the governance process in face of public crisis to strengthen regional collaboration in order to defuse the regional public crisis, however, has proved the government's public crisis management in regional cooperation has many problems with a need of improvement. This paper dwells on our government's public crisis management in regional cooperation as a research focus, aiming at further improving our government's public crisis management in the regional cooperation mechanism. Combined with the theory of public crisis management, regional management theory and related theories such as regional cooperation, regional collaboration on the subject and summed up the perspective of regional cooperation mechanisms for crisis management in the Government's public regional cooperation as to the problems, this research from the perspective of institutional design explores the Government's public crisis management in the plight of the reasons for regional collaboration. Then, drawing on foreign governments concerning crisis management in the regional cooperation of relevant experience, in reference to China's reality of my Government, this research makes proposals regarding a further improvement in regional cooperation as well as crisis management about public policy.This paper is divided into five parts:The first part is an introduction to some of the major research backgrounds and research significance of the local government public crisis management home and abroad under regional collaborative research, including status quo, analysis of ideas, and methods.The second part sums up our government's public crisis management relating to the theoretical basis for regional cooperation, primarily for the public crisis management theory, regional public management theory and the theory of regional cooperation related to and sorted, in order to provide theoretical support for the research.Part III analyzes the crisis of our government's public governance and causes of the plight of regional cooperation. This paper argues that history and reality of the relevant factors, including ideology, system flaws, the main immature management limitations, and the result of China's governmental public crisis management in the regional cooperation emerged in a series of questions, seriously hampered China's governmental public crisis governance in the implementation of regional collaboration.Part IV is about an improvement of the Government's public crisis management in regional collaboration. In reference to foreign government in a crisis of governance with the regional cooperation on the basis of the experience, combined with our government's public crisis management in the regional cooperation issue, our government is currently being launched in public crisis management system in the enactment of regional cooperation with attention paid to these several aspects, first, strengthening risk management awareness and collaboration; second, transformation of local government administration pattern to enhance its managing power; third, amelioration of government's public crisis collaborative management system; fourth, amelioration of government's crisis management collaborative defense system; the last, nurture non-government organization as well as encourage public participation.This article sought to improve the crisis management in the idea of regional cooperation mechanisms, both in theory and practice on crisis management of regional government, to further improve China's regional public crisis management system. With the theoretical framework, our government crisis governance is provided with a theoretical reference for regional cooperation from practice to perfect.
