As an important survival condition for human-being, climate change has posed serious challenges to people’s survival and development, and also affected the fields of international politics, global economics, and ecological environment significantly. Now, it has been beyond the scope of a sovereign state’s ability to deal with the issue of global climate change, which is more and more serious, and must be settled by way of Global Governance. During the process of global climate governance, subjects like sovereign states, intergovernmental organizations, non-governmental organizations and multinational corporations have all played an active role according to their respective advantages, while also exposed their limitations. Considering thus, non-governmental international organizations must play a role to make up the shortcomings of other actors in the Global Climate Governance field, with its characteristics in public welfare, professional and popularity to drive the global climate governance process, Now, as the largest developing country, China should fully recognize the role of non-governmental organizations in the field of Climate Governance, attach enough attention to non-governmental organizations, analyze their function and insufficiency rationally, support and encourage domestic non-governmental climate organizations’developing, and take effective strategy in view of the deficiency of non-governmental organizations with the purpose of driving them up onto the international stage, to successfully participate in the global climate governance.This paper is divided into six parts to study the problem.The first part is the introduction, mainly introduces the purpose and significance of this topic, summarizes the related literatures about non-governmental climate organizations in the field of climate governance, and puts forward my own innovation and shortcomings. Then from the perspective of international politics, it does some theoretical analysis in four aspects of the Marx doctrine, idealism, co-governance theory and constructivism, to provide a theoretical basis for the analysis of the function of non-governmental organization in global climate governance. Finally expounds four kinds of research methods used in this paper.The second part mainly introduces global climate governance. The paper makes analysis on the issue of climate change, introduces its causes, characteristics and effects, and leads to the Global Climate Governance concept. And then expounds the current situation of global climate governance, to pave the way for the extraction of non-governmental organizations.The third part compares non-governmental organizations with other main subjects of Global Climate Governance, such as sovereign states, intergovernmental organizations, multinational corporations, using the method of comparative analysis. Then it introduces the separate function, limitations, and the relationship between non-governmental organizations and other actors. By doing this, it strongly demonstrates and stresses the importance that non-governmental organizations have done in making up of other actors shortcomings.The fourth part mainly introduces the non-governmental organizations in Global Climate Governance. First it analyzes the reason of non-governmental organizations’foundation. Then through a series of examples, it analyzes the mode and effect of non-governmental organizations participating in global climate governance, and also summarizes the limiting factors.The fifth part analyzes the issue of climate change that China faces combined with the actual situation in China, and the role and limitation of non-government organizations in China’s Climate Governance through a large number of cases. From the above analysis, it summarizes the development strategy of non-governmental organizations to deal with the issue of climate change in China.The sixth part is the conclusion part, mainly summarizes the full text through the above analysis. The influence of non-governmental organizations in global climate governance is largely determined by its interaction with other subjects of climate governance. Strengthening mutual cooperation among different actors is the best way to solve the problem of climate change. Therefore, China should fully understand the role of non-governmental organizations in Climate Governance, encourage and support the development of non-governmental organizations, and greater contribution in Global Climate Governance with the whole world.
