Research On Digital City Management From The View Of Seamless Government Theory

Accompanied by the vigorous development of the socialist market economy and the constant speed of urbanization, city size and the number of the city are growing, but the city’s carrying capacity is difficult to be improved in a short period of time, urban management faces unprecedented challenges. This greatly affects the shaping of the overall urban landscape, also restricts the general improvement of people’s quality of life and sense of service. Thus, a new mode-Digital Cities are introduced into the practice of urban management. It attempts to make use of the city’s high-speed communication networks, the use of remote sensing technology, network technology and geographic information system technologies joins existing isolated information resources to form a high-performance, wide coverage of the city network to manage various areas of the city which changes the management methods from static to dynamic, from single to interactive. The use of digital information technology innovation city management is the only way of building a modern city, it not only helps people solve problems in the form of democratic interaction and enhance the close relation between the Government and the public to make the city being filled with the harmonious atmosphere, but also helps to establish rapid response of public service and supplying mechanisms of customer satisfaction in order to provide high quality public services and improve the standard of urban management timely and efficiently.This article uses documentary research method, empirical research method and system analysis in the perspective of Russell Linden of seamless Government theory. It interprets digital urban management problems and their causes of Shenhe District from the four perspectives which are focus on customer orientation, building e-government, streamline work processes and focusing on the results of the operation, it also propose targeted measures.Apart from the introduction and the conclusion, the article can be totally divided into four sections. Chapter I clearly defines the concepts of seamless Government Theory, digital city, digital city management and focuses on illustrating the connotation of seamless Government theory of Russell Linden and its reference and use in the article. Chapter Ⅱ briefly explains the background of the implementation of digital city management of Shenhe District as well as provides in-depth analysis on key issues. Chapter Ⅲ addresses the problems of digital management of Shenhe District and explores the reasons behind it from the seamless Government theory. Chapter IV explores the feasible countermeasures to improve the digital city management of Shenhe District, hoping to provide a reference for the building of "Digital Shenhe".
