Research On Coordinated Mechanism Of Multiple Subjects Of Public Goods Supply In China

Currently, in order to solve the “three rural” issues, it’s an urgent need to speed upthe construction of new countryside, while the powerful security conditions to speed upthe construction of new rural are effectively supplying of public goods required by thefarmers. Effective supplying of rural public goods is not only directly related to thequality of the living standards of farmers, but also to the new rural development andeven social stability and harmony. However, for a long time a single subject(government) supplying the public goods in rural areas causes a series of questions:insufficient supply of public goods in rural areas, the low efficiency of supply, and thehigh cost of supply. The problem of rural public goods supply has become the practicalproblem which is needed solved urgently in public economic areas in China. To solvethis problem, the paper will introduce Coordination Theory and the Multi-center Theoryinto the field of rural public goods supply, to promote supplying of rural public goodsby plural subjects for the purpose of the effective supply of public goods in rural areas.Deeply studying the coordinated mechanism on rural public goods supply is to providea theoretical reference and practical significance for the building of new socialistcountryside.On the basis of plural subjects coordinated supply of rural public goods, first itexpounds research purposes and research background of effective supply of rural publicgoods, organizes and studies the research status at home and abroad, then it analyzes thetheoretical basis (Multi-center Theory and Coordination Theory) in plural subjectscoordinated supplying of rural public goods and the related theories. Combined with theparticularity of the supplying of rural public goods, it analyzes the main evolution ofsubjects and supplying problems in the process of the supply of rural public goods; itcomes to the sure that plural subjects coordinated supplying of public goods in ruralareas. Finally, to achieve the plural subjects coordinated supplying of public goods inrural areas, it needs to clear the advantages of each subject and duties of supply in orderto ensure an orderly, efficient and equitable supply. The realization of the multiple subjects collaborative supply needs to build the coordinated mechanism such as demandexpression mechanism, incentives mechanism, the interests of reciprocity mechanism toguarantee.The effective guiding significance can be provided through this study on thesupply of public goods in rural areas. It not only can meet the diverse needs of thefarmers, reduce the financial burden of them, improve their living standards, butalso can play a certain role for the building of new socialist countryside.
