Rural public goods is an important part of rural productivity, which is closely related to the quality of life of farmers. In the existing supply of public goods in rural areas, the supply mode of the government’s single subject has brought many issues, such as not high quality, inefficiency, lack of scale and structural imbalances and so on. Especially in economically underdeveloped regions, this phenomenon is even more prominent. In the current situation, it is an effective solution to the above problems to guide and encourage non-governmental organizations to participate in the supply of public goods in rural areas.Yingshang is a large agricultural county in Anhui Province as well as the key county in the work of the national poverty alleviation and development program. In recent years, with the rapid development of non-governmental organizations, the NCO plays an important role in the public goods supply in the local countryside, which get more and more attention. In this paper, based on the theory of public goods, the theoretical basis, the objective conditions and chief means of the NGO participating in the rural public goods are deeply elaborated. And then the active role in the rural public goods supplied by the NGO in the different historical periods is discussed, which includes both direct material provided by the NGO in the affected areas in the flood period, but also the outstanding contributions in providing market information and popularization of agricultural technology by the NGO after enhancing the local economic level. Of course, on one hand we affirm the positive role, on the other hand, at this stage, we also clearly see that the participation and contribution rate by the NGO supplying the rural the public products to the Yingshang county does not reach its proper level due to the imperfect government access mechanism and the defects of NGO management itself. To effectively solve these problems, we put forward a series of solutions including accelerating the construction of the access mechanism in terms of the government, further enhancing the abilities of the NGO, and strengthening the audience’s abilities to communicate with the non-governmental organizations, striving to put forward more empirical reference value about the further the participation in local public goods by the NGO.
