Rural public goods refers to meet rural social public consumer demand for goods and services in rural areas, it has the public goods of non exclusive and non competitive, the basic characteristics, the rural public goods to rural agricultural production and rural residents living, rural public goods generally include "government at the grass-roots level in rural areas (county, township management services, rural development planning, rural basic science research, construction of rural society, rural compulsory education, rural information system, river management and rural environmental protection, etc.Two basic properties of public goods decides in the mode of supply of public goods in rural areas the government is absolute main body of supply, the main responsibility for the supply must be borne by the government, for a long time China’s rural public goods are responsible for the government supply. After the reform and opening up to the outside world, earth shaking changes have taken place in the rural, rural economic development is very rapid, rural residents of the demand for public goods in rural areas by the original clothing, food and clothing gradually become rich and varied, and rural public goods, government supply mode of contradiction between supply and demand of prominent, rural residents enjoy the public goods can not meet the basic needs; low efficiency of supply and the supply of public goods often occur and the actual needs of rural residents variation; supply the lack of effective supervision, quality and quantity there is a big problem such as, the reality of the situation seriously restricted the development of rural economy. Therefore needs to break the previous single government supply mode, and actively guide the market, third-party organization supply main body to participate in the in the supply of public goods in rural areas, play market supply mode and the third party supply mode to the mode of government supply support and complementary role, realize the effective supply of public goods in rural areas so that rural residents can timely and effective access to the rural public goods.This thesis is divided into six chapters, the first chapter is an introduction, describes the background and significance of the selected topic, related research at home and abroad is reviewed, and the analysis of the writing ideas, research methods and innovative points of the paper; the second chapter is related concepts and theories, mainly related to the rural public goods and the functions of the government, to the current mode of government supply of public goods in rural areas in China, market supply mode and third party voluntary supply model three supply analysis and evaluation model, and reviews the relevant theories of the government supply of public goods in rural. The third chapter reviews the characteristics and problems of present mode of supply of rural public goods in different periods of three, household contract responsibility system and the construction of new countryside in China during the period of people’s commune period, and the current status of China’s basic situation of agriculture and rural public goods supply are elaborated; the fourth chapter researches on Rugao city of Jiangsu province the government of rural public goods supply mode, points out the supply efficiency of the municipal government supply mode in low, decision-making mechanism, supply responsibility is not reasonable, the main participation degree is not deep, and the problems in analysis; the fifth chapter from the part of the supply of public goods in rural country experience, to provide inspiration for solving the problem; in the sixth chapter, the author put forward the countermeasures to optimize and improve the mode of supply of rural public goods in Rugao city government, the promotion of market supply mode, the establishment and development of the non government supply mode of third party voluntary supply model, fully mobilize the power in the market, the non-profit organization enthusiasm to participate in the supply of public goods in rural areas, construction of government led, market support and third-party organization cooperation mode of supply, to ensure the effective supply of public goods, and constantly improve the quality of goods supply, meet the needs of rural residents is increasingly diverse.
