At present, the development of the rural and agriculture are dependent on fund with highly degree,the contradiction between supply and demand of funds has been become the main obstacle under newcircumstances. For many years, great attention has been paid to the institutional innovation and legalstandard of the formal finance, but simply rely on pouring outside money from supportive policy andformal finance can’t relieve capital bottleneck, the recovery of non-governmental finance itselfhematopoietic function should be attached great importance. In other words, non-governmental finance, asanother important part, also merits serious attention and in-depth research. The key to restore hematopoieticfunction of rural financial market is regulating effectively rural non-governmental finance.The thesis will mainly elaborate on the legal regulation of rural non-governmental finance fromfour perspectives.Part one: the related theories of rural non-governmental finance. This section begins with ruralnon-governmental finance’s conception、form and feature, then The necessity of legal regulation of ruralnon-governmental finance are discussed by analyzing its positive and negative effects. In addition, this partalso demonstrates the legitimate basis of legal regulation of rural non-governmental finance from macroaspects, to provide theoretical basis and support for the following text.Part two: the history of the legal system of the rural non-governmental finance in our country and theproblems of which is exists. This part introduces the history of the legal system of the ruralnon-governmental finance since the founding of the people’s republic of china in1949, which is dividedinto four different stages. Moreover,this section states emphatically the existing problems of the legalsystem of the rural non-governmental finance from the aspects of legal norm、institutional innovation、financial supervision and so on.Part three: the comparison and reference of the legal system of rural non-governmental finance oftypical countries. This part discusses the legal system of rural non-governmental finance in the developedcountries such as the United States and Japan, the developing countries such as India and Bengal. By contrastive analysis, this paper will provide a clear and comprehensive understanding to governmentalaction in the course of evolution of non-governmental finance, which will offer the necessary experience.Part four: Conception and proposal of consummating the Legal regulations of ruralnon-governmental finance in our country. Based on the investigation and demonstration, the part mainlypresents several suggestions about how to restricted rural non-governmental finance.
