The rapid development of China’s rural finance has led to increasingly complicated problems in its supervision. Due to the continuous emerging of new rural financial agencies and the growing of rural informal finance, the current rural financial system couldn’t meet the demand of supervision. Considering the unique characteristics of rural finance and the differences among different types of rural financial agencies, the supervision system of these institutions should differentiate from that of urban financial institutions. In this paper, the author discussed the defects in the rural financial supervision system and introduced the concept of differentiated supervision, and put forward several suggestions on building China’s rural financial supervision by referring to the successful experience of rural financial supervision in several countries.In addition to the introduction and conclusion, the main part of the thesis is divided into four chapters, the abstracts of which are as follows:The first chapter:introduction of differentiated supervision over rural finance. In this chapter, the author firstly defined rural finance, which was categorized into rural formal finance and rural informal finance, and briefly summarized the concept and supporting theory of rural finance supervision, then devoted most efforts in analyzing the supporting theory of differentiated supervision over rural finance.The second chaptenthe status quo of China’s rural financial supervision and the absence of differentiated supervision system. This chapter is divided into two parts. The first part is an overview of the status quo of China’s rural financial supervision. The second part is about the absence of a differentiated supervision system of China’s rural finance, which would be discussed in the following four aspects:concept of supervision, supervision regulations, value of supervision and the supervision system. The third chapter:rural financial supervision in foreign countries and their experience that can be borrowed to help with China’s differentiated rural supervision system. In this chapter, the author firstly analyzed the rural financial supervision in some foreign countries with their differentiated supervision system as the key part, and then summarized the useful experience to which we can make reference to systemize the differentiated supervision over rural finance on the basis of measures to deal with different financial banks in those countries.The fourth chapter:the building of China’s differentiated system of supervision over rural finance. In this chapter, the author firstly elaborated the practical significance of building China’s differentiated system of supervision over rural finance and then put forward specific ideas of building such a system, which was explained in the following four aspects:1, building up the concept of differentiated supervision; 2, strengthening the legislation of differentiated supervision over China’s rural finance; 3, assigning duties and improving the coordination among rural financial supervisors; 4, enhancing the major parts of the differentiated system of supervision over China’s rural finance.
