Along with the advancement of the government reform, the government performance evaluation is introduced into management activities increasingly. Emergency management as an important part of the government management activities began to get popular attention since the SARS event. Because of the short history.China’s emergency management ability needs to be improved. Especially the performance evaluation of emergency management also has many tough problems such as lag operating and thin theoretical basis.This article selects social security event for performance evaluation of emergency research. In literature reviewing, clear about that the performance evaluation is based on the theoretical framework including responsible, democratic and performance government. According to the Emergency Response Law in the People’s Republic of China and the practice of public crisis management, the research is to design government performance evaluation index system of major social security event from four dimensions of prevention and emergency preparedness, monitoring and early warning, emergency response and rescue, and the restoration and reconstruction. Then, Select50tertiary indicators for government performance evaluation index system by questionnaires and Liker Scale and weight calculation by using AHP analysis method. We choose "Wukan" event as case, using the designed index system and the actual data obtained through the questionnaire survey to assess the performance. In case evaluation and analysis, give suggestions from the emergency system, risk management, information collection and release, public education and International communication and cooperation for emergency management on the social security event.
