Group event is a unique title of China, referring specifically to conflicts of interest that stem from a certain number of people who hold the common psychology, the common values and interests advocated. They use the parade petitions, strikes and other channels spontaneously or by the organized ways to articulate their interests. And therefore essentially It is different from the mass incidents of social unrest, civil riots or other events that affect social stability, it is the populace nationality by the benefit expression way rather than chaos, moderate group event is a social valve that may release the public's long-standing dissatisfaction with the government, the grassroots government can also view the events as a way to improve governments'capacity to administrate the social. In reality, however, many grassroots governments'awareness about the nature of the events and impact of the incident is biased, resulting in the actual operation of group event's disposal not insufficiently. This article is precisely taking the County level government how to deal with the group event as the research subject, try to explore the county government how to improve the ability of dealing with group event. besides the foreword and conclusion part. This Paper has three chapters altogether: the main conceptual vocabulary of the text and the relevant theories are reviewed in the first chapter. The second Chapter takes the current cases as the angle of view to analysis level governments'ability to deal with the group events, from which to explore the insufficient performance of level government and to discuss the reasons for insufficient performance. The third chapter proposed emphatically correspond dealing with ability measure.
