Since the1990s, influenced by the trend of Government Performance Assessment Theory in theworld, China all level governments, from central to local, are starting to focus on governmentperformance evaluation as a new public management tool, and to carry out various forms ofgovernment performance evaluation methodology analysis and practice implement. Only with theestablishment and improvement of fast, accurate and effective local government performanceevaluation mechanism in China, it can be able to help solve the difficult issues of bloated governmentagencies, administrative inefficiency, the public trust crisis and so on, to be able to contribute at thesummary of policy pros and cons, positioning transformation focus, and to be able to promotepolitical reform in the right direction deepening forward. Generally speaking, the governmentperformance assessment could push local governments fulfill their social management and publicservice functions, and to achieve the success of service-oriented government "transformation".Through a large range review of the literature and research, based on the latest developmentstrategy of our society in economic, political, cultural, social, ecological culture, which is proposed asthe main object of China social development goals during18thChinese Communist Party NationalCongress, this paper analyzes a local government performance assessment issue. Combined with AHP(Analytic Hierarchy Process) and Fuzzy Assessment Theory (Multi-level Fuzzy Evaluation), thispaper initiate and propose a systematic, scientific and reasonable methodology in governmentperformance indictor assessment, through a series of expositions study and system construction.Besides AHP and Fuzzy Theory, this paper adopts other quantitative and qualitative analysisapproaches such as sensitivity analysis and questionnaire survey, which demonstrated theeffectiveness of the proposed methodology.Moreover, this paper makes use of Excel software to establish an evaluation system model as aframework of the system. After several typical exemplary performance evaluation indicators studiesand sensitivity analysis, and thus the proposed establishment of government performance evaluationsystem of scientific methodology and indicators and effectiveness of argumentation analysis, in orderto improve the performance of the Government propose workable initiatives.
