Research Of Supervision Management Of Alleviating Peasants’ Burden Of Shangcai County

Issue of peasant’s burden is not only related to the healthy advancement of rural economicorganization, but also to stabilization of nation and the success of the reform of the economicsystem. We have nine hundred million peasants out of1.25billion populations which determinethe foundation status of agriculture in national economy and to be the key of steady of socialistpolitical authority. Unsolved peasant’s burden issue would definitely affect their zeal forproduction, which can not guarantee the stable growth on national economy and even causeinstability of socialist political authority.State council of China have implemented a series of policies and measure to ease peasant’sburden and nearly do the job every year, but it doesn’t take a turn for the better and in somedistrict it even turns worse. Therefore, it is believed that the peasant’s burden issue is not thatsimple as people thought and it follows specific principles which need further study.In this research, several aspects of peasant’s burden of Shangcai County was studiedincluding constitute, features and some manifestation formation of peasant’s burden.It illustrated the measure taken, research approaches and the results achieved during the workof alleviating burdens in Shangcai County.Experiences have been obtained during the work: guiding ideology must be confirmed firstly,root reasons of causing peasant’s burden must be figured out and revolution must be insisted inorder to balance urban and rural development.Suggestions and recommendations have been proposed for the carry out of easing burden:“the four systems” must be taken into practice, key issues must be settled with more attention, the“discuss for every case” and punishment systems have to be improved as well, personnelmanagement need to be enhanced and responsibility need to be distributed to each staff, valuableforeign experiences also can be used for reference to control national finance.Finally discussion and prospect were given for the future work of alleviating peasant’sburden, which would possibly lay the foundation for the work in the future.
