| In recent years,it has become a common phenomenon that the work burden of grass-roots villages and towns has become increasingly heavier.In March 2019,the Central government has been issued the "Notice on Resolving Outstanding Issues of Formalism and Reducing the Burden of the Grassroots Units".The notice stressing the need to solve some of the formalism and bureaucratic problems that plague the grass-roots,and to effectively reduce the burden at the grass-roots level which is an important issue of concern to the Party Central Committee,it is also the aspiration and expectation of the majority of cadres for a long time.In April 2020,the Central government once again issued a document stressing the need to continue to reduce burdens on grass-roots units.The heavy work burden of the grass-roots government is the stumbling block of the transformation of the government function,and is also one of the problems to be solved in the process of the modernization of the national governance system and capacity.The geographical position of Ya’an in Sichuan Province,is not only the "one-hour traffic circle in Chengdu",but also the "throat of western Sichuan",which is close to the three states of Ganzi,Aba and Liangshan.As a typical mountainous area,mountainous areas account for 94% of the total area of the city,making it not only a difficult area for poverty alleviation but also a key area for rural revitalization.Therefore,the burden and pressure of grass-roots work in Ya ’an has its specificity and seriousness.On the basis of the previous studies,this paper analyzes the present situation of the increasing burden of work in the villages and towns of Ya’an by using the theories related to public management,and by means of research literature,visiting investigation and questionnaire,to explore the deep-seated causes of “heavy burden”,and to explore and study the countermeasures and suggestions with strong pertinence and practicality from the perspective of the root cause.Nowadays,heavy work tasks,great pressure,township cadres physical and mental exhaustion,normalized excessive overtime and other situations lead to grassroots cadres burnout,reduced work efficiency,In view of its causes,this paper tries to put forward countermeasures and suggestions to promote the township work to reduce the burden from six aspects: the transformation of government functions,the improvement of the system system of reducing the burden of the grass-roots government departments,the cultivation of multiple governance subjects,the elimination of formalism,the improvement of the management mechanism of township cadres and the improvement of the level of administrative information management.By finding the crux of the heavy burden of work in the villages and towns of Ya’an,we can see the big by the small,the point of the area,make clear the position of the functions,optimize the responsibility system,and improve the mechanism of reducing the burden,which is of certain reference value to the departments concerned in formulating the policy of reducing the burden,to reduce the burden of grass-roots implementation of the relevant documents and grass-roots governance to promote the level of contribution. |
