The Loss And Remodeling Of The Government Credibility In Social Transition

Sustained after30years of rapid economic growth, China has entered the deepwater area of reform, the economy is facing downside risks, the social contradictions accumulated in long-term rapid development is highlighting, and there are endless social problems, including the decline in trust of the community as a whole and the serious loss of credibility of the government.Credibility of the government is the test of political legitimacy, the main source of government authority, the fundamental the sustained and healthy development of the socialist market economy, the guarantee for effective implementation of public policy and a fundamental way of reduce administrative costs, credibility of the government would be a strong driving force to cohesion reform consensus and promote social progress under the new situation, and have great significance in maintaining social stability and building a harmonious society. Factors affect the credibility of the government is complex relatively in different countries, different periods, different stages of development, the variables and it’s weights that affect the credibility of the government is different. Affect the credibility of the government’s basic variables including the level of legitimacy ideology and system, the level of government performance. the level of government’s integrity, the level of democratization, and the level of rule of law. Based of China’s objective reality in political, economic and society in social transition period, the author found that factors such as the weakness of ideological function, the lack of integrity with government, the lack of transparency in government information, lag of democracy and the rule of law, and the lack government’s performance, which mainly reflected in the corruption and bureaucracy, the transformation of government functions is not in place, policy anomie, the gap between rich and poor and inequitable distribution.There a story that Shangyang reward the person who moved the wood to rebuild credibility of the government in ancient China. In social transition period, facing with the complex interests of the game that domestic, how can the new generations of central leadership reunited with the social consensus for reform and get the drive to reform after the eighteenth National People’s Congress, the key of the problem lies in rebuilding the government credibility, and getting support and trust of the majority of the people on the reforms. This thesis applied theory tools in western political science such as the theory of political legitimacy, theory of social contract and theory of social capital. This paper researched by qualitative study method, documentary research and historical study method, case study method,and referenced academia existing study results on the status of our government credibility, combined with occurred in recent years that closely related to the credibility of the government cases to study, analyzed the reasons for the loss of the credibility of the government in social transition, and suggestions that remodeling credibility of the government be proposed basis on this.
