Government Remodeling Credibility Problem In The Network Backdrop

With the advance of society and the rapid development of the science and technology, network has become indispensable in the social life. Recently, network technique has produced many new medias, such as BBS, Facebook and Microblog. Especially under the development of intelligent mobile phone, the transmission of the network becomes faster and more widely. Together with the frequent public major security incidents and emergencies, the credibility of the government has decreased serious under the background of the network information age.The obvious disparity between urban and rural areas, the widening gap between the rich and the poor and the big differences in the level of education and culture are the current national conditions. Under this condition, the masses may become more unbalanced and impulsive, and the popular resentment towards the rich is approaching the seismic dimensions. Since the reform and opening, our country is in the period of social transition, and the superstructure has been gradually changing to adapt to the new productivity. These lead to the formation of a new pattern of interests. Although we have made a lot of achievement in economy, politics and culture, the government image and credibility are affected by the unbalanced regional economic development, widening gap between urban and rural areas, the lagged transformation of government functions, the defective laws of all aspects and the backward administrative institution system.Although the development of network public opinion has helped to supervise the network and protect the rights as well as provide a lot of help and supervision for the government’s administration and decision-making, it still has its weakness. First, network can enlarge the severity of the events and incite people to behave in a violent or illegal way. If we don’t control the network public opinion well, it will lead to the uncontrollable social effect and influence the government’s credibility, and even undermine social stability, national unity and national development. Second, network speech is too free and highly irrational, many netizens may make the irrational evaluation without knowing the truth, especially young netizens who has little social experience and correct value. They are lack of rational self-thinking and are easily used by criminal offenders. Thus they will make some aggressive behavior. At last, serious network anomie. The network anomie is the subjects of the network violate the certain requirements and rules and improperly use the network to cause the behavior deviation. The behaviors of the network anomie include network meeting, network violence and human flesh search. Currently, when the network incidents happen, the first reaction of the netizen is to use human flesh search to have a inch-by-inch search, dig out all the information and privacy of the main character and spread them on public network platform. But this information inevitably involves the personal opinions. These personal opinions also spread to others leading the information distortion and serious invasion of privacy. Especially when it comes to public events, the netizens will blame the government and accuse the government position and behaviors in dealing with these events unfairly to damage the image of the government.This paper first reviews connotation and chacteristcs of government credibility, mechanism analysis and influence factors based on the characteristics and background of network information age. Then review the current situation of the government credibility under the background of Internet through the analysis of the7.23crash accident. Next, analyze the reasons of lacking of credibility:Full penetration of network public opinion including defective network response mechanism and the weakness of the network public opinion; the influence of the traditional management mode including defective government public institutions and administrative supervise system and inefficient government crisis management; the problems governments facing in the period of social transition and expectation of the public towards governments improving. Finally, the paper analyses the reasons and present some approaches to restore the credibility including internal and external methods.
