With the rapidly growing popularity of Internet in China, more and more people began to make use of network as a platform of public media to learn and express their views on current affairs. Internet, like other remarkable new technologies in history, has been playing a significant role in accelerating the progress of actual social and political life. It has created great impact on social and political structures, public decision-making systems and governmental and public affairs management, and particularly, it offers great opportunities for the improvement and perfection of democracy. Netizens’comment on current affairs and questioning of policies on web pages, posts and blogs have imposed great impact on actual political life.However, while the network’s power of commenting and monitoring is getting more and more relevant, government has been falling behind by neglecting the importance of network, ineffective strategies and the its constitutional constructions. This can be manifested mainly in two (2) aspects as follows,1. When web comments flow in and question policies which have been newly enforced, the improvement of policies and other changes on political system has not been in place;2. With the increasing power of anti-corruption, instead of facing and clarifying facts, these departments or officials affected would merely think about covering it up, walking around it or looking for excuses.The author holds that one of the reasons that lead to those consequences is, first and foremost, some governments or officials do not pay sufficient attention to this new media-Network. Secondly, public emergency mechanisms have not been established on time. For instance, the existing political system is still relatively lagging behind, especially, the policies on democracy and monitoring.To solve these issues mentioned above, this article, at first, explained the definition and features of online political participation, and analyzed its democratic values and functions. Furthermore, with the reference of those public affairs concerning network, the author explored further on the problems reflected in the ways government dealt with web commenting. Finally, based on the theories related to socialist democracy, this article proposed strategies for the government to conduct benign interactions with netizens, and came up with personal suggestions on the improvement of political democratization in China.
