Research On The Participation Problem Of Cyber Democracy Under The Carol Pettman's "Participation And Democracy Theory"

In recent years, with the deepening of informatization and networking and the popularization and deepening of the Chinese people's Internet using, various forms of democratic participation as a medium to Internet emerges.Cyber Democracy rises gradually. Network has become a imortant tool for citizens to participate in the deliberation and administration of state affairs, and the degree of its form of participation is more heated and more deepened than that of tradition. Network also becomes an important platform for citizens to communicate with government,its rapid development is concerned on a daily broadening scale.In terms of the recent situation, the development of Cyber Democracy in our country has taken shape. Electronic government construction has taken shape,its democratic participation function gradually shows up.The expression of pubilic opinion and parcitipation,in forms of current political forum, political blogs, news threads, are in the vigorous development. The political movement by way of network has begun to rise. The network survey and voting has become an important form for our citizens to participate and reflect public litigation. From the view of the development features, netizens have become a force to be reckoned with participating the democratic politics. Cyber Democracy makes the heated public expression function highlighted? Network public opinion supervision begin s to play a substantial effect, which have maintenace and social supervision rihts.While Cyber Democracy develops vigorously, it also faces many problems which constitutes the restricting factors of Cyber Democracy promotion. For example,the lack of the network media resposibility leads to netizens' strong interest in network entertainment instead of a strong will to participate Cyber Democracy. The shortage of network supervision and the frequent network violence fully reflect that the ability of netizens democratic participation should be enhaced urgently; Beacuse of the poor network construction of columns and the lack of response mechanism, the effct and power of Cyber Democracy has been reduced. Due to the popularity of the network construction and utilization is insufficient, some of the people are unable to own and make use of network to participate democratic activities, the degree of social democratization is reduced, and so on. This paper refers to "Participation and Democratic Theory"written by Carole Pateman,which shows that the educational function of participation and practice form of democracy is to bulid a democratic society. In view of our recent existing problems in Cyber Democratic participation,the paper comes up with specific solutions:one is to strengthen the standardization management of the network media; one is to carry out the trainig of Cyber Democracy; another is to establish "request-respone" mechanism;the other is to accelerate the construction of the governmnet network.
