Military Guilt Law is an important component of the KMT military law in the mainland. This harsh military criminal law specifically for combat in the process of withdrawal behavior. Its content changed several times and becoming better in the form, but its validity had not improved. Overall, the validity of Military Guilt Law in the experience sometimes effective, sometimes ineffective, two states alternately appear. The reasons of ultimate failure of the Military Guilt Law are about the political system, military system, personnel system Etc, but the loss of the support of the people is the fundamental reason. The Military Guilt Law must get the support of the military, and only the military support the National Revolutionary Army on behalf of the KMT and its regime, they will uphold the Military Guilt Law.
