The Exploration Of " Village Autonomy" In The Grassroots Democracy Sight

The villagers’ autonomy as the model of grass-roots governance in rural，is the innovation of theleadership structure of China’s grass-roots party organizations. Since the reform and open policy,thevillagers autonomy as the core of democratic self-government in rural areas continue to practice in the newrural development environment, development and innovation, becoming an important carrier of thedevelopment of grassroots democracy in rural china.The government in Henan Dengzhou according to thedevelopment of local rural economy, and social development, first proposed the "four" and "two" workingprocedure in2005, which transform the villagers autonomy from the emphasis on democratic elections tothat the villagers can directly participate in the democratic decision-making, democratic management anddemocratic, becoming the effective form realizating to improve the leadership of the party’s in rural areasgovernance mechanism.The "Four" and "two" working methods as a system and method of the villager autonomy,based onthe development of our Party led the villagers autonomous，has carried out in China for four years, whichhas solved a series of problems effectively in recent years and widely recognized by the society. the "4+2"method as a innovation system of the rural grassroots management system，although it provides a new wayfor the leadership of the grass-roots party organizations。but there are still some problems in thedevelopment of rural in our country。This paper bases on the literature of village self-government and therural grass-roots democracy, and reviews and metanalysis to explore the relationship between theconstruction of rural democracy and villagers autonomy, and elaborate the innovative of grass-roots party’sleadership—the "4+2" method in China development, analysis of its theoretical basis in-depth, and thefeatures of it’s organizational structure and operational, combined with the situation of rural developmentin China, analysis of the problem of the "4+2" method rationally,try to put forward some feasiblemethod and countermeasures to provide an idea of the development and the villagers’ autonomy。...
