Research On Villagers' Autonomy From The Perspective Of Grassroots Consultative Democracy

Villagers' autonomy,originated in the early 1980 s,It is a great achievement of rural grassroot democracy construction in China.It is an important part of the "China road" and it has become an important way to improve rural governance level and expand democracy at the grassroots level.After thirty years of ups and downs,the study of villager autonomy has made a lot of remarkable achievements,which has great significance for the Chinese rural areas and even promote the whole of China's social comprehensive progress.However,there are many problems and difficulties in the course of implementation and operation.Most of areas have encountered greater difficulties,except for minority areas.There is a big gap between the expected and actual practice effect about four democratic.And villager autonomy is difficult to implement and to bear the responsibility of village governance due to its formalization,suspension,blowing hot and cold.These problems and difficulties have seriously hampered the in-depth development of the villagers' autonomy,which has adversely affected the stability of the rural grassroots society and restricted China rural modernization construction and rural grassroots democracy construction.Although Xiawei village had implemented village autonomy before 2014,but ultimately led to the failure of village governance,incompatible between democracy and governance.Xiawei village has experience 20 years of chaos and encountered difficulties during the process of villager self-government.Xiawei village has became "chaos village","problem village ".But since 2014,Xiawei village has undergone enormous changes and became the ninth batch of civilized demonstration village in Guangzhou in just a few months.Therefore,this paper,takes Xiawei Village,which in Zengcheng District of Guangzhou City,as an example,analyzes the application of grassroots consultative democracy in villager autonomy through research method and interview method,and finds out the successful experience and existing problems of successful application and puts forward the countermeasures,trying to find out the conditions of application grassroots consultative democracy in villagers autonomy through case study,andadvance the development of China's rural areas,so as to promote the process of rural grassroots deliberative democracy in china.This paper is consists of five chapters.the first chapter is the introduction of this article;The second chapter discusses the relationship between grassroots deliberative democracy and the villagers' autonomy.Mainly discusses the internal relations of grassroots deliberative democracy and the villagers' autonomy,search a intersection and agree with the interval between the two,so as to realize combination of grassroots deliberative democracy and the villagers' autonomy,play the advantages of each other,for this article provides a perfect explanation.The third chapter is the chief part of the paper,which introduces and expounds the practice of Xiawei villager's autonomy from the perspective of grassroots deliberative democracy.It mainly includes the following aspects: the natural and economic conditions of Xiawei village,the development process of the villagers' autonomy and the operational merchanism of grassroots deliberative democracy in The process of Xiawei villager' autonomy.The fourth chapter clarifies the achievements and main problems of Xiawei villager's autonomy from the perspective of grassroots deliberative democracy.On the basis of the previous parts,in view of the main problems existing in the practice of grassroots consultative democracy in the process of villager autonomy,the author raise to promote the stuff of villagers,cultivate the new autonomous subjects,absorb the talents,enrich the village "two committees",rationally develop the village economy and consolidate the material basis of villagers autonomy.
