China is a socialist country and achieves the broadest range of democracy; the power of the government is entrusted by the people. Government in the exercise of executive powers in the context of reform, has made significant achievements, and significantly improves the living standards of the people, but also produced a series of problems, which caused damage to the interests of the people. From government power there "offside" phenomenon, there is also the phenomenon of "Absence"; former leads to breeding of rent-seeking behavior of power, which lead to livelihood areas chaos like macro.To correct and prevent these problems, the need to reform the institutional mechanisms of government power, which is a need for a comprehensive facility for the systems engineering, concerned about the path of reform is to further improve the people’s congress system, the most worthy. This paper mainly discusses the elections and the oversight of the two aspects of the people’s congress system reform, not only to achieve the National People’s Congress’s own reform is necessary to regulate the relationship between the National People’s Congress and the ruling Communist Party of China, people can supervise large to accept the leadership of the CPC, while socialism with Chinese characteristics,’cause of the core of leadership of the Chinese Communist Party, the party leadership, the organic unity of the rule of law and the people are the masters, to protect the ownership status of the people to achieve.
