The Communist Party Of China In1949-1956to The National Bourgeoisie Policy Evolution And Experience

This thesis investigates the evolution of CPC’s policy on China’s national bourgeoisie during1949—1956and concludes the causes of the evolution. On this basis, this thesis further sums up theexperience and lessons drawn from the policy evolution.Firstly, the evolution of CPC’s policy on national bourgeoisie during1949—1956and its causesare listed and clarified. This thesis further divides the seven-year period from1949to1956into twophases to conduct research.In the first phase (1949—1952), considering national bourgeoisie’s positive contribution tonational economy and people’s livelihood, CPC’s policy is maintaining kulak economy and properlyadjusting commerce and industry, so as to ensure private commerce and industry’s lawful operation.Meanwhile, regarding national bourgeoisie’s mercenary nature, CPC firmly cracked down somecapitalist’s unlawful acts to ensure national economy’s recovery.In the second phase (1953—1956), by imposing socialist reform on capitalist commerce andindustry, CPC succeeded in transforming national bourgeoisie and thus strengthening the coalitionbetween working class and national bourgeoisie. The basis of this policy is that the altered maindomestic contradiction and New Democracy theory.Secondly, on the basis of the evolution of CPC’s policy on national bourgeoisie and its causes,some experience and lessons can be drawn.Experience is as follows: preserving PRC’s political and social stability, recovering anddeveloping PRC’s economy, promoting patriotism in national bourgeoisie, and discovering new pathof national bourgeoisie’s socialist reform.Lessons are as follows: productive force determines production relations, while relations ofproduction must adapt to the development of productive forces; be sure to proceed from actualconditions, to combine theory with reality, to seek truth from facts, and to test as well as adjust truthin practice.These experience and lessons may offer some instructions for China’s reform and opening-up aswell as modernization construction in new period, which includes: promoting private economy on abigger scale to develop national economy; adhering to the criteria of “the Three Favorable”; furtheremancipating the mind, seeking truth from facts and keeping pace with the times to develop the spiritof Marxism with Chinese characteristics.
