In recent years, with the frequent occurrence of the incident, thegovernment’s specialized succors tend to be inadequate to fill the need while theVolunteer Organization participating in the incident emergency management hasbecome an international practice. With the development of our country’s volunteerservice career, volunteer organization plays an irreplaceable role in the emergencyrescue. In this paper, the main research contents include the following:First of all, sorting the related concepts and theories. Introduced the concepts ofemergency management, volunteers, volunteer organization, the voluntary spirit andvolunteer service, then introduced the motivation theory, incentive theory, marketfailure and government failure theory.Secondly, this paper introduces the status quo that the volunteers participate inemergency volunteer service. Mainly includes volunteer organization’s developmentpresent situation, the volunteer organization existing problems and the developmenttrend, and the features of the emergency volunteer service features and volunteerorganization’s role in emergency voluntary service.Again, points out the problems and reasons that existing in the volunteersparticipate in emergency voluntary service: lack of unified organization, and somevolunteers’ rescue professionalism is inadequate, the unified coordination mechanismis not sound, laws and regulations are not perfect, social identity is low, lack of money in the emergency rescue and the own management of volunteer organization is notgood.Then, this paper introduces the foreign volunteer organization’s developmentcondition, then introduces the characteristics of emergency rescue in Germany,Britain and the United States. Finally, obtains the applicable successful experience forus.Finally, our country puts forward the countermeasures and suggestions referringto other country’s experiences that volunteer organization involved in emergencymanagement. For instance, a sound legal environment; the volunteers’ emergencytrain by professional succor; the cooperation between the government and thevolunteer organization, and etc.
