Volunteer organizationsintegrate social resources, give full play to the initiative of socialforces, it has become an international practice in emergencymanagement, we draw lessons from international experience, so asto improve the emergency ability of volunteers in China, it is moreeffectively to solve the emergency in china.China’s volunteer organizations especially the study on volunteersto participate in emergency rescue has only just began. In this paper,through literature research, concrete case method and comparativeresearch studied the emergency volunteer service.First of all, we sort some concepts and related theories. This paperintroduces the emergency management, volunteer, volunteerism, voluntary service, voluntary organizations, emergency volunteerservice and other related concepts. Secondly, this paper introducesthe emergency volunteer management practice of the United states,Germany and Hongkong, and summarizes the experience of theirsuccess. so as to provide effective reference for our country. Again,taking the Lushan earthquake as an example, points out thecharacteristics of China’s volunteer emergency services and theproblem existing now, blindness, non professional, lack of motivationand psychological intervention, the volunteers lack of correspondinglegal environment. Finally, through the analysis of current situation,provide the corresponding solutions.
