After the end of the cold war, American presidents are taking different foreign policyto maintain the world supremacy. The unilateralism and preemptive strategy that George w.bush pursued did not not only did not help the America build the dream unipolarsystem,but make it in trouble in foreign relations. Faced with the diplomatic, economicand other problems left by his predecessor, the new president proposed to implement theadjustment and reform of the U.S. domestic and foreign policy.But hard power and softpower theory is somewhat inappropriate in guiding USA to solve various problems in itsforeign relations.At the same time, the related theory of smart power is gradually maturein the debate, and become the important theoretical reference of the Obamaadministration’s foreign policy.In2008the United States sunk into financial crisis togetherwith the rest of the world.Realizing that the domestic economic recovery is the firstpriority of the Obama administration, the Obama administration wants to use this smartpower diplomacy to create favorable international environment for national development.According to the differences of the situation in various areas of world,the newadministration would combine national resources of hard power and soft power,and thenapply to foreign policy. It is also the essence of smart power diplomacy.With different ofBush Administration’s comprehensive interference practice, the new diplomacy under theguidance of smart power re-establish the status of Asia-Pacific, Middle East, Africa andother regions in the U.S. foreign policy through political, economic, military and otherpolicy mixture.The combination of smart power and foreign policy flexibly highlights notonly close relationship between national policy and the academic development ofinternational relations,but also the pragmatism diplomatic tradition in the United States.In this paper, through the relationship and difference study of hard power, soft power,and smart power,it comes to the connotation of smart power diplomacy of the Obamaadministration. At the same time, it takes empirical research in view of the Obamaadministration in the Asia-pacific, the Middle East, Africa and other regions of policychoices.On research of the Obama administration’s different policy choice in theAsia-pacific, the Middle East, Africa, the paper analyses the Obama administration’sdiplomatic use on smart power and its characteristic,influence on American foreignrelations.
