Urban Community Emergency Management Problems And Countermeasure

With the accelerating of urbanization industrialization and informationization,population and resource highly aggregation,the cause of sudden event increase day by day.All kinds of risks interweave and superpose continue to be demonstrated.In recent years,highly incidence of various types of events became a wake-up call for the public security situation.The grassroots efforts is the key link of comprehensively strengthening the emergency managementwork,effective prevention and timely disposal of all types of emergencies.Community as an essential part of the city is also the most important basic link of urban emergency management system.Urban emergency management experience in America and Japan and other developed countries tells us,to achieve scientific and efficient disposition,local government can not be separated from the active participation of the most grassroots organizations and coordination support in the process of dealing with emergencies.To effectively prevent and reduce all kinds of emergent events,we must attach great importance to the role of the community in the first level of disaster prevention and mitigation.Let the community and the city's overall emergency management system of organic integration.Give full play to the function of community emergency management,resolve all kinds of emergencies in the initial stage,and dissolve in the bud.To be able to reduce the maximum and avoid the loss of people's lives maintaining social harmony and stability.At present,our country is in the key stage of comprehensively deepening the reform and building a well-off society in an all-round way.Accelerating the construction of a higher level of emergency management system and emergency management system which is in accordance with the increasing public safety needs of the people is the key task of government innovation and strengthening social governance at all levels.The proper meaning but also the government to fulfil its duties.Under this background,this article starts with the definition of the concept of synergetics theory.By comparing the mature community emergency model in developed countries,based on the theory of intelligence and public crisis management,select the J community in Nanjing city as a case study,further analysis of the problems existing in the process of the construction of community emergency ability and reason.To further improve the emergency management community capacity,better play the function of community emergency management countermeasures and suggestions,in order to provide reference and rationalization proposals for the government to strengthen social management.
