Credibility And Responsibility Regulation Research Of Local Government

One of the most important regulations of Chinese tradition moral is credibility.Local government, as the executive authority, endowed with exercising executivepower, performing executive functions as well as supervising public affairs. In theprocess of exercising those powers, the local government shall persist in the idea ofCredibility Upmost and Credibility Oriented. Along with the speeding up ofconstruction of harmonious and modernized socialist society, local government’scredibility construction becomes a general concerned issue. Therefore, the approachto local government’s credibility construction is significant both in theory andpractice. In this thesis, through the analysis of government credibility and itsrelationship with government responsibility, a new conception of GovernmentCredibility Responsibility is proposed, while several plans to the completion ofcredibility construction of local government are appropriately put forward through aninvestigation to the manifestation and reason of credit lacking.The construction of Government Credibility Responsibility requires thegovernment and its workers adhering to the principle of honest when dealing with thepublic affairs, and exercising relevant responsibility they promised the public. Ancientand modern, Chinese and foreign scholars had a research on government credibilityresponsibility from different degrees. At present, our local government is in a criticaltransitional period; the research on government credibility responsibility is significant,which is in favor of normal economic order of marketing economic maintenance, andproviding insurance to a healthy and orderly marketing economy; in favor ofimproving honest administration efficacy of local government, and providing strongtheory support to a harmonious socialist society; and in favor of broadening theresearch field of credibility of local government and construction of responsiblegovernment, and making contribution to the achievement of a healthy and all-roundcredit system of the society.In reality, there are disharmonious factors when dealing with the public affairs.The dishonesties and administration corruption harmed the government’s image,which has a bad effect on maintain governments’ legal foundation and achievement ofthe greatest majority of people’s benefits. In order to administer the issue of honestlacking, we should develop the deep-rooted elements. The inner defects of traditionalculture thoughts are the social culture background of the lacking of governmentcredibility; the faults on political work after the country foundation are the historical reasons which aggravate the problem; and the lack of system in acceleratedtransitional phase is the system root.It is a comprehensive system project to found the government credibility, and itneeded to establish a clear goal and the scientific principles. At the same time, it is acomplex project to construct the government credibility because it is very difficult toresume the credibility. At the moment, there are three ways to strengthen thegovernment credibility construction and responsibility criterion. The first is moralreconstruction, enhancing the propaganda of education work on government and itspublic officer; the second is to deepen the system construction, build an evaluationsystem of government credibility, responsibility system of administration andincentive and restraint mechanism of local government and its public officers. Besides,draw experiences from western countries for reference and step up the establishmentof government credit system that suit for Chinese actual conditions.
