| The women cadres of the local government is an important part of the cadres in thePeople’s Republic of China, played an important role to improve the personnel structure ofour government departments, to strengthen the administrative capacity, and to construct aservice-oriented government. Since the establishment of PRC, especially the three decadesof reform and opening up, the women cadres of the local government has made greatprogress in quantity, quality, work ability, grassroots organizations, and the diversity ofoffice positions. They server for the country at the grassroots level, which administrationenvironment is complex. The women cadres need to deal with the various contradictionsand problems between family and career, superiors and subordinates, local and central,men and women. They bear the same psychological pressure and working pressure as tothe male comrade, but different in some respect, such as the work expertise, psychologicalcharacteristics, work opportunities and the most importantly, the law of growth. There arestill some issues with the women cadres, the quantities and quality of them can not meetthe needs of the modern service-oriented government. Great efforts have to be made tostrengthen the raining process and selection of women cadres, especially which reside inlocal government. It is important to study their growth law and administrative capacity,and promote the overall development of our cadres.In this paper two research methods, document analysis and empirical research, areused based on the commonality of all cadres and the special nature of women cadres. Thispaper integrate organizational behavior, feminist, female psychology and other theory,combined with the grow experience of foreign female government officials to find thegrowth law of women cadres. The case study from Xiangtan City, Hunan Province showthere are seven espects in the growth law of women cadres: initiative, practicality,timeliness, personality, regionality, dependence and contradictions. Further researchreveals some problems in the process of female career, such as the flawed selection system,the lack of opportunities for a variety of types of work, long career path, weak position ofall women. This paper gives a deep analysis to these problems, and finally gives somerecommendations about how to improve the efficiency of organization and training ofwoman cadres in the local government, and promoting the all-round development of them. |
