It has been over30years since Chinese open and reform policy was launched.Our national economy is moving forward at very high speed which makes our size ofeconomics jump onto the second place around the world. In the course of thecontinual development of our economy and society,our economic system is adjustedto the change time and time again. During the history of the development of decades,the medium-sized and small enterprises which have played an increasingly significantrole as big employers that contains nearly80percent working populations and bigtaxpayers in the national economic developing pattern have confronted unequaltreatments, especially after2008financial crisis occurred, several medium-sized andsmall enterprises has fell into dilemma and bankrupt because of this unequaltreatments in the policy-making and launching. A large number of the enterpriserschose to quit, and then what left is very high unemployment rate. Even our nationaland local government have make some emergent and urgent policies to help themedium-sized and small enterprises out of the crisis, but it is hard to make up for thelosses that happened on the enterprises.This paper which employs method of comparative analysis, documentary method,standardization research, empirical research and so on tries to study the publicpolicies on supporting the sustainable development of medium-sized and smallenterprises from macro and micro perspectives. In the macro perspective, writer aimsto provide some helpful experiences and lessons from4countries where themedium-sized and small enterprises gain a healthy and fast growth in size and speedin order to complete and modify our public policies in supporting the medium-sizedand small enterprises. And through the micro perspective, writer tries to studyGuangXi’s public policies on the basis of finance,technology and talents, find out theexisting and potential problems in itself that include the losses of equity system in thefinance policy, imperfect mortgage and credit system, lack of continued strength onhelping the enterprises in upgrading its’ level of technology, as well as incompletenessof human resources information service platform and human training system. In termsof the problems above, writer tries to come up with some suggestions on improvingthe public polices from3aspects, such as finance, technology as well as talents so asto provide intellectual supporting in public policies-making and launching.
