The prosperity and development of country are closely related to the administration ofofficials. This paper focuses on “the officials who have made some mistakes but not constitutecrimes” who are part of the officials. In this paper,“the officials who have made some mistakesbut not constitute crimes” will be defined. Based on its present situation and characteristics, themain reason of it and the harm will be studied. Finally, countermeasures and ideas of governing“the officials who have made some mistakes but not constitute crimes” will be put forward.Based on the political point of view, the author tries to make this paper more scientific.Problems related to official have been valued by many countries, and there are some newproblems and features of them. There has been a part of the group in our country official team.They can not correctly perform their duties. And they can not complete the mission. There aresome problems in the work and style what cause the disciplinary or illegal situation. Thesecause the attention of the society, and condemned by public. Though there is no crime, thecountry, society and people have a negative impact. So we need to strengthen attention and solveproblems. At present, there are a lot of researches, but not to clearly define the “the officials whohave made some mistakes but not constitute crimes,”. And not systematically discussed andstudied this official group. The existing researches are mainly concentrated in the field ofcorruption, official malfeasance, and moral problems.“the officials who have made somemistakes but not constitute crimes” need to be pay attention, and we need to effectively solve thehe officials who have made some mistakes but not constitute crimes.Above the thrust, the disertation is divided into three chapters to study. The first chapter ispresent situation and characteristics of “these officials who have made some mistakes but notconstitute crimes” in the contemporary China. In this chapter, the author analysis the presentsituation and the characteristics, and this is the foundation for further research. The secondchapter is mainly related to the causes and harm of the “the officials who have made somemistakes but not constitute crimes”. In this part, the author analyze the causes from three aspectswhat are supervision mechanism, punishment mechanism, return mechanism. And to elaboratethe harm of “the officials who have made some mistakes but not constitute crimes” in someaspects: country and the people, the work of the state organs, the party building and so on. The last chapter is the idea of perfecting the countermeasures of “the officials who have made somemistakes but not constitute crimes” of contemporary China. The author put forward the idea ofcountermeasures from three aspects what are supervision mechanism, punishment mechanism,return mechanism.
