| Corruption is the "cancer" of human society.It is of significance from the perspective of the theoretical and practical to study the corruption of the grass-roots public officials.From a theoretical point of view,it not only summarizes the experiences and shortcomings of the grass-roots corruption governance in recent years,but also improves the theoretical understanding of the grass-roots corruption governance work.From a practical point of view,it is conducive to put forward effective ways and measures to prevent the corruption of the grass-roots public officials,to solve the image crisis and trust crisis of the grass-roots public officials,to improve the relationship between the cadres and the masses,and to safeguard the interests of the masses.This thesis takes the corruption of the grass-roots public officials in W County as a case,the author analyzes the subject,mode,field and harm of the corruption of the grass-roots public officials by the methods of the literature research,case study and investigation.The thesis holds that the main body of the corruption behavior of the grass-roots public officials includes the rural cadres,the rural section level and the general Party members and cadres.It is embodied in inaction,slow action and disorderly action,alienation of the policy implementation,suspected violation of discipline and law in fund management,etc.There are corruption behaviors in the fields of the land transfer,compensation for the land acquisition of the superior projects,special funds for the poverty alleviation,grain direct compensation,etc.These corruption problems not only affect the economic development,damage the credibility of the government,but also destroy the local political ecology.This thesis explains the causes of the corruption of the grass-roots public officials in W county from three aspects: the subjective factors,the objective environmental factors and the organizational system factors.The survey found that the grass-roots public officials in W county have low cultural quality,weak sense of the law and discipline,and unreliable ideals and beliefs.Under the influence of the imperfect system and the different order structure,the key actors include the individual values and emotional psychology of the grass-roots public officials.This thesis holds that the governance of the corruption of the grass-roots public officials should start with the construction of a perfect governance system and system of the corruption of the grass-roots public officials,shape the good personal preferences of the grass-roots public officials,transform and guide the economic rationality of the grass-roots public officials,build a good social and economic environment,truly realize the positive interaction of people,system and environment,and improve the corruption of the grass-roots public officials.The governance ability and level of the problem transform the institutional advantage of our country into the governance efficiency of the anti-corruption. |
