Investigation Research On The Influencing Factors Of Execution Of Land Law Enforcement Of Yangchun Land Bureau

After being put forward by Paul Thomas, a well-known entrepreneur in the UnitedStates, the conception of “executive power” has been widely applied to businessmanagement and the significance of executive power to businesses has been widelyrecognized. As the society moving forward, it is gradually realized by people that all theorganizations in the society should have strong awareness of execution and solidexecutive power, which are key factors to the achievement of goals formulated by thebusinesses. The “executive power” is also of great importance to the operation of alldepartments of land because these departments undertake the responsibility to supervisethe law enforcement. Only by procuring information transparency in respect of variouspolicies and decrees and a firm execution thereof can the departments of landeffectively put into practice all laws and regulations relating to land administration andthe regulatory decisions and requirements on land-related law enforcement of theirsuperior authorities. However, many problems are still existing in respect ofmanagement mechanism, organizational structure, staff quality and systemestablishment, which seriously affect the departments of land from improving theexecutive power of their enforcement of land-related laws so that violations of law inrelating to land use is hard to solve fundamentally. As a result, it is vital to improve theexecutive power of the departments of land in respect of its enforcement of laws so as toreinforce the management of the departments of land, strengthen supervision overenforcement of land-related laws, further check and punish violations in land use,protect land in a practical manner and maintain land administration and land use order.This paper is aimed to provide the local departments of land withrecommendations and countermeasures by a comprehensive analysis of factors affectingthe executive power and based on investigations of the status quo of the executivepower of Yangchun Land Bureau, its existing problems and major reasons thereof.. Thispaper will first look into the theoretical basis of the execution of the land lawenforcement, including the influencing factors of the executive power. Then the paper will raise the argument that the factors that influence the execution are the people, theresources, the system, the supervision and external environment that are provided andused in the execution of the land laws. The thesis will take Yangchun Land Bureau as asample. Through analyzing every factors and key links in its executing the land laws,the paper will point out the principal problems. On this basis, this thesis will come tothe concluding suggestions to enforce executive power of basic level departments ofland:(1) building up the culture of effective execution;(2) forming security system forexecution;(3) perfecting the common management system of the executive power;(4)building up external protection for the execution;(5) forming systematic supervisionregulations for the execution of land law enforcement.
