Research On Land Illegal Activities In D District Of A City And Countermeasures

Land is the most basic element of human production and life and should be cherished and used rationally.With the rapid economic development,land illegal activities have gradually increased,destroying arable land,causing waste of land resources and loss of state-owned assets.It is necessary to study land illegal behaviors and governance countermeasures to prevent and curb the occurrence of land illegal behaviors.This paper studies the typical manifestations of illegal land behaviors in District D of City A:arrears of land transfer fees,illegal occupation of cultivated land before construction without approval,unauthorized change of land use and illegal construction,illegal transfer of land,and illegal land auctions,setting thresholds to restrict competition.The paper analyzes the reasons in terms of laws and regulations,land resource management mechanism,etc.Based on these reasons,based on rent-seeking theory and power supervision theory,combined with actual experience and thinking,the countermeasures to control land illegal activities are proposed:first,improve land management laws and regulations;second,improve land resource management mechanisms;third,Optimize the approval process and improve the level of public services;fourth,improve the accountability system,and enhance the ability to investigate and deal with land violations;fifth,strengthen power supervision;sixth,comprehensively enhance the ability of land law enforcement and inspection.Studying the reasons for illegal behaviors of land in District D of City A and the governance countermeasures has certain reference and reference significance for the prevention and governance of land violations in other regions of our country.
