Since the1980s, with the rise of new public management theory, Western countries began alarge-scale administrative reform movement, under the impetus of this movement, the civil service abroadalso will continue to reform and tend to improve. Western countries in recent years in the civil serviceappointment gradual introduction of market competition mechanism, and more and more employee system,many public sector as well as government agencies a lot of contract employment and temporary staff, notonly to reduce employer costs improve administrative efficiency. This flexible employment haveimplications for the reform of the civil service system in China, that is, the civil service and personnelrelations diversification can be implemented civil service appointment.By2006the Civil Service Law of the People’s Republic of China "in determining the legal statusof the civil service appointment, and it specifies the scope of the civil service appointment, appointment,management and dispute resolution mechanisms to promote the reform of the personnel managementsystem of our government. In recent years, some local governments in China have launched a practicalexploration of the appointment of civil servants, particularly in Pudong of Shanghai and Shenzhen, is themost typical. In the practice of the process of exploration, we can be sure it’s benign trends, but also founda series of problems and limitations of existing civil service appointment should be more careful analysis ofthe difficulties and obstacles encountered in the development process in the future, thereby these issuesmake some improvements, the civil service system to better adapt to the social and economic development.Firstly the research background and significance of the civil service appointment explore, withreference to the relevant literature, there is a degree of understanding of the research and development ofthe appointment system. And then through some of the theories and concepts, gained a deeperunderstanding of the civil service appointment. This article focuses on the practice of the civil service appointment Shenzhen explore their hiring ways and characteristics of the main analysis. Finally, in this article based on these problems, weput forward the proposed measures, the first to perfect the appointment procedures, improve theappointment system; followed by attention and improve the social security system of appointment of civilservants; Finally, to establish a sound civil service employment system performance evaluation system.Overall, flexible personnel system is an important trend in the development of civil servicereform in Western countries today, the basic direction of China’s civil service reform, in the course ofpractice to constantly absorb the successful experience to learn from Western reform pave the way forChina’s civil service system are maturing.
