It was said that deepening the reform of the civil service system,broadening the channels for the selection and appointment of people, promoting to constructing the system of civil service and enter and exit system at The Third Plenary Session of the eighteenth Central Committee of the CCP. It is one of the focus to reform the civil service appointment system. Shenzhen City, is the earliest pilot city of putting engaging and appointing system of civil servants into effect in2007.As the only city to reform civil service appointment system, classification management of civil service, and civil service pension system at the same time in China, Shenzhen is faced of the core issues of the civil servant in and out, promotion, retirement, pension and so on. It’s exploration and reform in recent 9 years has significance. So, this paper chooses Shenzhen city as an example to research the reform of China’s civil servant appointment system. Firstly,this paper is based on the current research of civil servant appointment reform at home and abroad.And collating, analysing and summarrying the implementation of the civil service appointment system in Shenzhen City, including the background, practice, effectiveness and problems.Secondly, finding out the reason why these problems exist, such as there is no strong identity, no perfect laws and regulations, no supporting policies. Finally, aiming at the existing problems, I put forward the corresponding measures, such as changing the ideas, strengthening theoretical research, improving contract management and perfecting the correlation necessary system, etc.
