In recent years, some local authorities in our country use the engagement system which is already quite mature in abroad to introduce the government specialized talented person. This kind of government servant mechanism innovation quietly impels the process of the government personnel management reform in our country. But the engagement system in our country is in the process of its fundamental research and the practice.
