Theories And Practices Of Upgrading The Level Of Rural Community-level Party Building In A Scientific Way

The report of the 18th National Congress of CPC commands the overall development of the Party building with the watchword "upgrading the level of the Party building in a scientific and all-round way",which leads a wave of study about this issue.The rural community-level Party building in a scientific way,as an important part of Party building,is the concrete exercise of the corresponding theory.However,the related study that has been made mainly focused on the enlightenment of work and the conclusion of experience,which lacks clearness of Party building law and historical development.As a result,there are few normative research methods,especially the application of demonstration.China has entered a new era of industry supporting agriculture,the urban area supporting the rural area;and she's striving to accelerate the integrating process between urban and rural areas.As a consequence,the rural mobile population is getting larger,the speed of farmers' professionalization faster,and the economic values of farmers clearer.Under this historical background,the rural community-level Party organizations must find out the approaches of reforming and innovating to adapt themselves for the demands of the changeable situation,so as to advance the Party building in a scientific way and upgrade its level.This is a crucial and practical issue.This paper is consisting of an introduction and six chapters totally.The introduction includes question raising,background and the significant meaning of the chosen topic expounding,and some explanation to the status quo of study,core conceptions,analytical frame and study methods.The followings are the content of the six chapters.Chapter one is about the theoretical basis of rural community-level Party building in a scientific way,namely,the theory of Marxism in the community-level Party building.It emphasizes that scientific theory is the guidance of actions,that democratic centralism is the organizational system,that maintaining close ties with the masses is the foundation,that Marxism community-level Party organization is a well-organized and advanced fighting force.All these ideas are valuable upgrading the level of rural of community-level Party building in a scientific way.Chapter two is about the process of rural community-level Party building in a scientific way and the gained experience.In the period of Democratic Revolution,the establishment of community-level Party organizations in rural area began.Meanwhile,a preliminary exploration in ideological development and organization building has been undertaken.In the period of Socialistic Revolution and Construction,three large-scale rectification movements have happened to the community-level Party organizations,in which established and perfected the organizational system and strengthened the construction of the cadre's teams.They also got furthered in the aspects of ideological building,organizational building and working style building in the period of reform and opening-up and socialist modernization by restructuring them.the promotion of the rural community-level Party building,and it offers precious experience for rural community-level Party building in a scientific way.Chapter three is about the assessment system of community-level Party building in rural area,the establishment of which is very important.The subject of it is the Party members,rural people,the next higher Party organizations and the rural community-level Party organizations.The assessment follows the principles of integrity,dynamics,diversity and effectiveness.The standard of it bases on the principle of "Four Benefits";that is:whether it is beneficial to the improvement of the leadership to the rural work,to the development of rural economy and society,to the enhancement of community-level Party building in rural area,and to the recognition of the masses.The assessment adopts the methods of combination of qualitative one and the quantitative one,of static one and dynamic one,and combination of universal one and particular one.Chapter four is about the practice of rural community-level Party building in a scientific way.Take the four typical cases in Guangxi as objects of investigation;respectively,they are the new mechanism on education and management services to the rural mobile Party members that Pingle Country implements with the pattern of "Dual Management on Two Areas",the"Vigor Programme" for stimulating the development power of community-level Party organizations that Lingui New District employed,the "Civil Joint Work" in rural community-level Party organizations of Fuchuan County and the new mode of community-level Party building "Flaring Flag in the Frontier Area,Developing by Innovation" in Pingxiang.By explaining these four cases' background,content and process of implementation,analyzing their characteristics,values and significance,all these will provide practical experience for the rural community-level Party building in a scientific way.Chapter five is about the illustrations of and analyses about real problems and effective factors of the rural community-level Party building in a scientific way.The questionnaires,filled by 710 Party members and farmer masses among 5 counties in Guangxi,can faithfully reflect the real problems of the rural community-level party building in a scientific way.According to the survey,it shows that,currently,the rural the rural community-level party building in a scientific way is well-developed,but there are still some problems,which include the followings:Party members and farmer masses have a low recognition for the path of socialism,especially for the core values;there is a lack of effective measure to educate and manage floating Party members;and the strength to control the office expense and to combat corruption is still weak.What's more,the survey is conducted among individuals,families and various areas to find the factors that affect the rural community-level party building in a scientific way.The sixth chapter is about the approach to rural community-level Party building in a scientific way.The basic way to achieve this goal is to form a new pattern of the Party's performance to take both rural and urban level into consideration through scientific theories,system and methods.This paper will adopt text analyzing,individual cases researching and investigating,etc.to make a systematic research about its theories and practices.The study of the theory of Marxism in the community-level Party building will serve an evidence for the promotion it.In order to summarize the practical experience during the course of the rural community-level Party building in a scientific way and to perceive its rule,the method of conducting special case research on four special cases of the rural area in Guangxi is surely to be employed.The practical problems will be fully reflected by the investigation on 710 rural Party members and farmers masses from five counties in Guangxi.
