Survey Research On Establishing The Legal System Of Ecological Lottery Public Welfare Fund

The importance of Ecological Protection has been restated by the Twelfth-Five-Year Guide line, and the protection is given the top priority by the newgovernment. What’s more, nowadays people have witnessed sand storm, thick haze,and debris flow more and more frequently. All of these have magnified the importanceof Ecological Protection, and our government has to deal with this issue verytentatively. However, to do this needs high amount of money and the governmentalways lacks the power to raise enough funds. Fortunately, a new practice which iscalled Lottery Public Welfare Fund has come to our eyes with the spirit of taken fromcitizen and used in citizen. With the development of lottery industry in China, to uselottery fund in solving the issue of Ecological Protection has become more and morerealistic. It is generally acknowledged that the establishment of Lottery Public WelfareFund can not only settle the problem of capital lack, but also improve the legal systemof non-tax income of government.This paper, using the methods of field research, case study and comparingresearch, can be divided into four parts, which begins with the legal rule of non-taxincome. Then it elaborates the feasibility and necessity of establishing the system ofLottery Public Welfare Fund. At last, it makes some suggestions for theestablishment.During the discussion, this paper gives the relatively explicit definition of Ecological Lottery Public Welfare Fund, and through the field research practice, itinvestigates the opinions of the public and the government on this Fund. In thesecond part, thispaper study the feasibility and necessity from three different angle of view: thecollecting method, the using rule and the supervision system. To conclude, this paperhas surveyed the existing practice in the UK.This paper has made three contributions: first, it has made large scale of fieldresearch and collected large amount of data for the establishment of EcologicalLottery Public Welfare Fund; second, it combines the spirit of environmentprotection and lottery public welfare fund and bring forward the notion of EcologicalLottery Public Welfare Fund; the last, it has made a deep study on the case of UK incoping the system of Ecological Lottery, and made some suggests on establishingour own system in China. However, for the reason of limited time and ability, thescale of field research and interview is not so satisfying, which needs further study.
