Innovation Study Of The Grassroots Petition Work Based On The Theory Of Social Conflict

Petition in our country，especially at the local government level has been playinga positive role in many aspects，such as maintaining social harmony and stability，resolving social contradictions effectively，strengthening the relation between thecarders and the masses. Meanwhile，it is an important channel to resolve conflicts andmaintain social security. With the transformation to economic society，many socialconflicts which are based on the different profits and relationships of interests areprecipitating. Conflicts’ pouring out suggests that Petition is in a dilemma. As aresult，it is time to blaze new trails to strength the work and improve ombudsmen’sabilities to defuse the social conflicts.The thesis，based on Petition of Huishan distract in Wuxi City， lays emphasis onthe rationality of the existence of this work， the dilemma it facing andcountermeasures for conquering the difficulties. The author employs the researchmethods of linking theory with practice，literature research，historical analysis，comparative analysis and field analysis. Comparing the domestic system andexperience with external relevant ones，the author put forward shallow suggestionsand countermeasures according to the theory of social conflict. These suggestions andguidance are expected to improve the present work of petition. The thesis has six parts. The first part is introduction，which tells the backgroundand the meaning of this these，the present situation and research methods. The secondpart contains the basic concepts of Petition and the fundamental theory of socialconflicts. The characteristic of the social contradictions in our current country，thepetition system’s function evolution and tendency are discussed in this part. Thethird part is the instance of the work in Huishan District. It contains the compositionof the institution and the main methods and experience of their work. The fourth partis the dilemma faced by Petition and the analysis of the reasons according to thebackground of the society，jurisprudence， the government administration， thepetition system and the analysis of the complainants. The fifth part is the descriptionof the system of citizens expression with developed countries and areas，comparingwith the institutions to imitate. The last part is the countermeasures to innovatePetition. This part focuses on the conflict prevention，conflict resolution，conflictinterventional and post-crisis management of the conflict. The petition system will befurther improved from different aspects， like the improvement of the petitionsystem，the prevention from the beginning，the innovation of the petition relief way，and the expansion of the work force.
