| Since the 18th CPC National Congress,with the transformation of economic system and the further deepening of political system reform,all kinds of policies have been pushed forward progressively.This has touched the interests of many groups and bred complex social contradictions,so the problem of petition emerge in an endless stream.Petition system is an unique dispute resolution and right relief mechanism in China,it has played an extremely important and irreplaceable role in safeguarding the rights of citizens,maintaining social stability and improving party masses relations and so on.It was decided at the Third Plenum of the 18th CPC Central Committee that we should reform the petition work system,implement the online petition system,and improve the timely and reasonable solution mechanism.Putting the petition involving law and litigation into the orbit of the rule of law,and establishing the system of terminated by law and litigation related petition.But the original petition system has been difficult to cope with the complex and changeable problems now,in which the drawbacks gradually revealed in the process of development.The channels of letters and visits of governments at all levels are the main means of expression of public opinion.However,as the petition and visiting organizations at all levels,without any supervision,turn over the petition cases layer by layer,a large number of letters and visits can not be resolved in a timely and effective manner.The system of letters and visits not only fails to play its due role,but also further intensifies the social contradictions,and makes many problems of letters and visits constantly upgrade,thus causing a larger scale of leapfrogging visits,collective visits and repeated visits.General secretary Xi Jinping pointed out in the reports of 19th National Congress of CPC that we should strengthen the mechanism for preventing and resolving social contradictions and correctly handle contradictions among the people,which has pointed out the direction of doing a good job in the new era of petition.Therefore,it is of great value not only to properly handle the contradictions among the people,but also to study the problem of petition at the grass-roots level,to analyze the operating mechanism of the petition at the grass-roots level,and to discuss the future development path of the petition at the grass-roots level.Moreover,it has important guidance and reference significance to maintain economic and social stability and promote social harmonious development.This paper first describes the research status of petition at home and abroad,traces the emergence and evolution of the petition system in China,and makes a clear definition of the core concepts involved in this paper.Then,with the author's practice in G Town,Guangshui City,Hubei Province as the breakthrough point,through the analysis of specific petition cases,the author intuitively shows the present situation and tasks of the petition work at the grass-roots level in China,and further points out that the grassroots is now facing difficulties.It is manifested in the effectiveness of the evaluation mechanism,the lack of the mechanism of controlling the contradiction between petition and visit at the grass-roots level,and the little function of the law and supervision mechanism.From the point of view of the operation mechanism of petition system,this paper makes a concrete analysis of the deep-seated causes of these difficulties.Finally,in order to solve the plight of the grass-roots petition work,this paper believes that we can start from the basic level of understanding and improve the grass-roots petition system operation mechanism,put forward some suggestions,It is of great significance to promote the improvement and perfection of the petition at the grass-roots level,and then to promote the work of petition and visit at the grass-roots level to serve the interests of the people better,and to promote the steady development of the regional economy and development. |
