A Study On The Innovation Of The Government 's Petition In The New Situation

Since the 18 th CPC National Congress,Chinese government has payed more attention on the petition work. It reqiures to improve the modernization level of the petition work,and resolve more contradictions. Petition work has to be the buffer in the mediation masses contradiction job.However, with the continuous development of society, the contradiction between the masses of the people have become increasingly prominent, the petition problem at the grassroots level is still severe, also has a large number of grass-roots petition characteristics. The Internet and other new media, full of negative news about the petition, the grassroots petition work has become increasingly difficult. The petition also has the following characteristics: leapfrog visits, non normal petition seriously; personal interview began to visit the collective tendency; repeat visits, unreasonable visit phenomenon is severe; the petition is not the letter of the law, more litigious. These non normal, non rational behavior of the complaint in order to disturb the order of the petition, but also increased the administrative costs of the government petition work, and make the government’s credibility also has a certain decline.And the Shuangyu Street due to advancement of the transformation of the old city, coupled with a large number of enterprises, resulting in daily contradiction phenomenon is prominent, and there are some of the local characteristics. Such as relates to construction demolition, the number of petitions increased significantly; part of the historical issues cannot be solved properly, resulting in increased backlog; labor disputes; abnormal death petition regulation increased.Based on the author’s practical work, this paper discusses the causes of the petition, puts forward the feasible solution, and makes a contribution to resolve the contradictions of the letters and visits in the new situation. This article through the study of domestic and foreign research status, the history of China’s ancient letters and visits, "the constitution", "letters and visits" and other related documents, to provide relevant legal basis for the study of grass-roots petition. Then, on the historical data analysis of Shuangyu Street petition reason, research status quo and problems of the petition shangyu. Finally, through the comparison of Shuangyu street and other regions of the country’s outstanding petition work experience, summed up the outstanding petition the commonness and difference. And how to improve Shuangyu Street petition work, put forward relevant suggestions. First of all is to to build a new pattern of petition work, combined with the grid operation approach and "color" of the management mechanism of grass-roots petition work to change; secondly, to strengthen the construction of street level and village level petition work team; again, is good between the Department and streets of letters for information exchange and communication, and the standardization of village mode operation; finally, it is about the transformation of the mode of government work.
